Yishun Town Secondary School
Standing Orders for the Student CouncilMembership1. For all students of Yishun Town Secondary School who embody and display the school values of Integrity, Respect and Responsibility, Excellence, Active Learning, Care and Concern, Healthy Lifestyle and Gracious Living.
2. For students who are nominated by their teachers and have passed the interviews held by the Student Council Teacher Advisors.
Executive Committee
There shall be an Executive Committee comprising the following officers, to take charge of the management of the Council.
As a whole, the Student Council will assist the school management and its teachers in all ways possible and always keep the School's Mission, vision and motto in its focus.
1. The
President shall:
a. Be the official representative of the Council;
b. Initiate programmes and legislation;
c. Assist all Executive Committee members in overseeing the execution of all decisions made by the Executive Committee;
d. Call for meetings upon his/her discretion, upon approval of the Teacher Advisors;
e. Assist the Teacher Advisors and Executive Committee members in the planning of the calender of events for the following year;
f. Be responsible for the discipline and conduct of the Student Council.
2. The
Vice-President shall:
a. Coordinate the activities of the Executive Committee and supervise event committees;
b. Assist all Executive Committee members in overseeing the execution of all decisions made by the Executive Committee;
c. Perform the duties of the President in his/her absence;
d. Plan the calendar for the following year.
3. The
Secretary shall:
a. Serve as Secretary to the Executive Committee, maintaining all records;
b. Prepare agandas and minutes for all Executive Committee meetings;
c. Be responsible for all official notices and correspondences;
d. Assist Executive Committee members in the planning of the calendar for the following year;
e. Maintain membership records and phone lists (nominal rolls).
4. The Treasurer shall:
a. Oversee and accept responsibility for the expenditures of the various committees;
b. Account for all credit and debit in the Council's finances and record all expenditure;
c. Recommend an academic year budget to the President by the first day of classes, int he first semester of every new academic year;
d. Give an financial report at the end of each month and submit the expenditure report to the Teacher Advisors for checking at the end of each term.
5. The Liaison Officer shall:
a. Head the Liaison Team;
b. Ensure the smooth running of all Council activities through liaising with the relevant school administrative and/or manpower support;
c. Enhance the Student Council's image to the School Community.
6. The Aesthetics and Publicity Officer shall:
a. Head the Aesthetics and Publicity Team;
b. Conceptualize and carry out the publicity for events undertaken by the Student Council such as to ensure the success of these events.
c. Conceptualize and see to the decoration for events undertaken by the Student Council;
d. To carry out timely publicity and see to the prompt removal of the publicity materials and decorations after the events.
7. The Special Projects Officer shall:
a. Head the Special Projects Team;
b. Plan special School and/or Council projects for the academic year;
c. Be responsible for the operation of the Electronic Bulletin Board.
8. The Welfare Officer shall:
a. Head the Welfare Team;
b. Think of and provide services which improve the welfare of the School's student body abd the Student Councillors;
c. See to the collection of old school uniforms, and thereafter the loan of school uniforms to the students;
d. See to the loan/sale of Council ties to Student Councillors;
e. Take stock of all items under his/her charge and submit the inventory report to the Teacher Advisors at the end of each term.
9. The Level Coordinators shall:
a. Serve as feedback channels for the respective levels of the Student Councillors;
b. Help disseminate any information to the respective levels of Student Councillors;
c. Help disseminate any information or publicity to their respective cohorts of students.
Meetings1. The Executive Committee meets fortnightly or when at least 50% of the Executive Committee is present at the meeting. The Secretary will post the meeting notice on the Council Notice Board under instructions from the Teacher Advisors. A quorum is required anytime when voting is conducted;
- A quorum is established when at least 50% of the General Committee (G-Co) is present at a meeting.
2. All Executive Committee members must attend all required meetings unless prior notice of absence have been given and approved by the Teacher Advisors.
3. All notice of meeting (for Executive Committee or other event committee) must be approved and signed by he Teacher Advisor before being pinned on the Council Notice Board.
4. When meetings are held in the Council Room, the windows are to be left open. The door may be closed.
